Meeting of Parishioners to elect Churchwardens

The following were elected as Churchwardens:

Annual Parochial Church Meeting

Church electoral roll

The Church Electoral Roll Officer reported on the new Church Electoral Roll. The number on the new roll was 180 (172 in 2007).

PCC Annual Report

Mr K F W Gumbley (PCC Secretary) presented the following report of the proceedings of the Parochial Church Council for 2007/08:

Report of proceedings of Parochial Church Council

1. Constitution

The Parochial Church Council consists of the Vicar and 26 lay members, of whom 14 are ex-officio members and 12 are elected representatives of the laity (there are 4 vacancies); 5 of the elected members retire now.

2. Meetings and officers

The Council first met following the Annual Parochial Church Meeting on 24th April 2007 to elect its officers, as follows:

Ordinary meetings of the Council were held on 9th July, 10th September, 12th November, 17th December 2007, 14th January and 10th March 2008

3. Committees

The Council has a Standing Committee, a Fabric Committee, a Worship Committee, an Education and Mission Committee and a Social Committee, which have met from time to time. It also has a Fund-raising Committee and a Project Management Committee for the purposes of the Hall project.

4. Activities

The Council has made progress with the Hall project. Planning approval and a faculty for the next phase of the project have been granted, and the Council intends to complete that phase in 2010. Fund-raising has been launched under the slogan "3 in 3" (£300,000 in 3 years).

The Council has also been concerned with the widening of Saddle Road. Accommodation works and a dedication of land to the Department of Transport have been completed and compensation has been paid.

PCC Accounts for 2007

The audited accounts of the Parochial Church Council for the year ended 31st December 2007, and an audited statement of the funds and property in the hands of the Council as at 31st December 2007, were presented by the Treasurer.

Annual Fabric Report

The Churchwardens presented the following report.

1. This report on the fabric, goods and ornaments of the parish church is made by the Churchwardens pursuant to s.5 of the Care of Churches and Ecclesiastical Jurisdiction Measure 1991.

2. A quinquennial report on the fabric of the parish church has been received. Blockages of rainwater pipes, a heating pipe leak and loose floor tiles were reported, and have been attended to. We were advised to have the roof inspected for fungal decay, and areas of dry rot were discovered in the south aisle. Works to remedy these have been carried out by Care Property Preservation Ltd.

3. No further movement has been noted in the cracked window sills at the west end and in the south wall.

4. The church heating is still causing anxiety.

5. No progress has been made with the alterations to the choir stalls, which have been shelved for the time being.

6. A faculty was obtained for the disposal of plaques depicting the Four Evangelists, whose provenance was unknown but which had been in the vestry for many years. They were sold by auction for £1,500.

Report of proceedings of Diocesan Synod

The following report on the proceedings of the Sodor and Man Diocesan Synod in 2007 was presented:

1. The lay representatives of the parish on the Diocesan Synod are Mr P Farrant, Mr K Gumbley, Mr C Gurney, Miss S Harvey and Mrs C McDonald, whose 3-year term of office expires on 31st May 2009. Mrs J Frear is also a member ex officio as General Synod representative of the diocese.

2. The Synod has met twice, on 12th May 2007 at Ballakermeen School, Douglas and on 10th November 2007 at the Erin Arts Centre, Port Erin.

3. On 12th May 2007 Synod received the report on the Quota and the Diocesan Board of Finance's accounts for 2006. Mr P Craine gave a presentation on "Tax Justice".

4. On 10th December 2007, with the Bishop of Warrington in the chair, a report was received on the deliberations of the Crown Nominations Commission. The Diocesan Board of Finance's budget for 2008 was approved with amendments; Braddan's 2008 quota is £42,153, an increase of 5.3% over 2007. A draft Church (Miscellaneous Provisions) Measure (Isle of Man) was discussed and deferred to a future meeting. A draft Parochial Fees Order was approved.

5. The dates of the 2008 meetings will be settled after the Bishop-designate takes office.
